MID-TERM CONSTITUENCY REPORT OF THE PERFORMANCE OF MEMBER REPRESENTING UYO STATE CONSTITUENCY, RT. HON. MONDAY EYO
INTRODUCTION


My dear brothers, sisters and elders of Uyo State Constituency, it is with humility and due respect that I use this opportunity to table before you my modest mid-term report.

From 4th June, 2015 to 4th June, 2017 marked my second year into the four year term you graciously mandated me to represent you in the Akwa Ibom State House of Assembly.

Recalling the support and confidence reposed in me by you in two years of my service, I sincerely want to thank you once again and say may the Almighty God continue to bless you all.

The essence of this report is to respect your value as esteemed electorates who I am duty bound by my commitment as your representative to brief you periodically on my stewardship so far.

POLICY APPROACH

As the member, I have ensured that my constituents have accessibility to me in order to communicate activities in the Assembly to the people.

Through this my constituency people are well informed on legislative and constituency matters. In fact, this open door policy has ensured a friendly and peaceful democratic environment since my assumption of office two years ago.

EDUCATIONAL SUPPORT

As a person who is keen about advancement of education, I have on my scholarship list four university undergraduates reading Engineering and Medical Sciences courses; namely:

1. Okon, Owoidigheabasi Ime - Engineering, University of Uyo

2. Etim, Isaac Edet - Medical Sciences, University of Nigeria, Nsukka

3. Ubon Gregory Ubom - Medicine, University of Uyo

4. Victor Victor Johnson - Medicine, University of Nigeria,Nsukka

Apart from this, many indigent students in secondary and primary schools have been regular recipients of my educational support scheme. I have also facilitated many admissions for my constituents into Universities and Maritime Academy, Oron as well as other trainings schools.

My support to Uyo students in schools, especially that of higher learning has been very worthwhile and in appreciation of this, the Uyo Students Associations have declared me the most student friendly lawmaker of which I have received awards for outstanding support from Akwa Ibom State Polytechnic and other schools.

To support quantitative education, I have donated 50 three seater desks to Apostolic Primary School, Ifa Ikot Okpon.

I have also instituted a yearly grant for 100 university students which begins this year 2017. I have also adopted two orphans’ primary school children that will enjoy my full scholarship up till university level.

CONSTITUENCY PROJECTS

1. As a lover of education, a three classroom block which was in depilated state have been remodeled and renovated to provide conducive learning environment for pupils at Ikot Obio Mkpong in Ikono Clan, Uyo.

2. A befitting library complex has been constructed at Primary School, Ikot Ntuen Oku, Oku Clan, Uyo which will add critical value to learning for users from the locality in order to revive after school reading culture.

3. At Atan, Offot Clan the multi-purposes Civic Center constructed is a testimony of my concern about required community needs. This facility will serve as a meeting place, vocational and skills acquisition centre and would be used for ceremonies to generate income to the community.

4. My facilitation of electrification project at Ifa Ikot Idang, Etoi, a community that was in total blackout until my intervention remains a testimony in Uyo.

5. Grading of rural roads in Etoi Clan was done by me to create access roads that were abandoned for many years. This has impacted positively on the socio-economic activities of the rural dwellers.

6. I have constantly supported voters registration awareness in Uyo communities, and National Identity Card exercise mobilization.

7. Training of over 350 women in various skills acquisition and the empowering of 11 women with 100,000 each to start small businesses through Smile Uyo Project was wholly sponsored by me.

8. Assistance of N100, 000 to Mboho Iban Uyo to register cooperative society. This was done in order to use the co-operative to key them into government empowerment programs.

9. Assistance of N100, 000 to the Forum of Former Councilors, Uyo, to register cooperative society will also create platform to enjoy government empowerment through co-operative.

10. I have also given assistance of N100, 000 to Uyo staff in the Assembly to register cooperative society for the same purpose.

11. As a grassroot representative, my assistance to my constituents such as burials and other ceremonies are numerous and not to be mentioned for obvious confidential purposes.

12. Payment of homage and financial support to traditional institution in the four clans of Uyo has not escaped my regular attention.

13. The maintenance of a retained medical doctor and facility for medical interventions of my constituents has ensured that free surgeries etc, have been extended to Uyo people in need of medical support.

14. I have ensured the hosting of elders and grassroots constituents across Uyo and presentation of regular periodic briefings prior to my official constituency briefing which is to be scheduled soon.

15. Regular support to youth associations and sports development across the clans.

16. Appointment of Corporate Social Responsibility (CSR) Monitoring and Assessment committee in Uyo, to ensure that companies operating in Uyo assists in the development of Uyo.

17. Recommendation of Youth Corp members and industrial attachees for engagement in Assembly and other places.

18. Recommendation and sponsorship of over 60 people into the Peace Corp, National Task Force etc.

19. Recommendation of Uyo indigenes into various employment vacancies and contracts in and outside the State.

20. Intervention in the face-off between University of Uyo and the Offot host communities which prevented bloody crises because of demolition of houses on purported Uniuyo land.

21. Grassroot education and awareness on inter-party political tolerance have received my Ernest support in order to promote peace in Uyo.

22. Provision of stalls for traders at the re-opened Ibom Plaza through my recommendations as avenue for productive engagement and empowerment.

23. Recommendation for the inclusion of youths into the state and local government council revenue committees which has provided empowerment.

24. Nomination of members into Uyo Local Government Transition Committee.

25. Donation of N100, 000 for rural community awareness on child immunization as well as additional radio announcements.

These are some of my modest achievement which represents my contribution to fulfill my obligation.

COMMITTEE ON NDDC

As the Chairman of Committee on NDDC the issue of abandoned projects across the state was foremost in any responsibility because of the cries by communities affected, and the negative effect on the development of the State.

To address this, I under took inspection tour, evaluation, data collection and dutifully compiled all abandoned projects in the 31 local government areas in Akwa Ibom State which took a painstaking effort of the Committee to achieve.

These vital documents came with locations, state of projects, pictures of sites and lists of identifiable contractors. The NDDC received the full and comprehensive reports for action which undoubtedly drew their attention to the need to commence action on this report.

Based on that report, NDDC then pledged to address the issue of abandoned projects in the State and commenced actual work while I was the chairman of the committee.

However, I was later appointed as Chairman of Committee on Health; a position I still hold.

COMMITTEE ON HEALTH

As the Chairman Committee on Health, it is in my tenure the bill for the establishment of Akwa Ibom State College of Health Technology was finally passed into law.

Also I addressed the critical bills that concern the improvement of health care service delivery in Akwa Ibom State such as

1. A bill for a Law to provide for the Establishment of Akwa Ibom State Health Insurance Scheme.

2. A bill for a Law to provide for the Establishment of Akwa Ibom State Primary Healthcare Development Agency.

3. A bill for a Law to make provisions for the Establishment and Control of Private Hospitals and other Healthcare Facilities in Akwa Ibom State.

Considering the importance of these bills the committee held a successful Public Hearing to gather comprehensive inputs to strengthen the Law. The reports of the committee on these bills have been completed and submitted to the Assembly and have been passed into law.

As Chairman Committee on Health, I have established very strong working relationship with stakeholders in the health sector, especially those handling the issues of AIDS/HIV, Tuberculosis, Child Immunization and Prevention of other infections disease etc.

Furthermore, the Committee has risen to its responsibility to ensure that the Assembly itself is a safe environment health wise. To this respect, the committee has submitted memos to the Speaker to install hand sanitizers at strategic locations in the complex.

The Committee is pushing for the installation of Medical Laboratory equipments to provide necessary and periodic tests for members and staff working in the House of Assembly.

I have also put in action a monthly health education talk on AIDS, Diabetes, Hypertension, Tuberculosis etc to ensure that the health situation is closely monitored to prevent epidemic threats.

The issue of completion of the abandoned Medical (Clinic) Complex in the Assembly is seriously being discussed with the Speaker with intention to ensure completion.

Also the critical need for an ambulance for the clinic is another issue I am addressing presently.
I would say that this report represents a vision which the committee has taken the task to accomplish.
